If you are talking low-level, then it is not specific to the OS at all -- the manufacturer should provide the utility. Check their web site.
Anything done in an OS is not a low-level format. But anything that wipes out the boot partition and reformats a new one oughta work.
As mentioned, Norton should do the trick. Is partition magic still around? that should do it. If you can find an OS/2 install disk, that does it too.

But The key is to delete the boot sector. Most partitions leave that part alone, and that is why the worms reside there. You can wipe every partition off your drive, but to no avail unless you re-write your boot sector. That is why we used the OS/2 install -- it had a 'bootable' option that would re-write the boot sector for ya. We would partition with an OS/2 install, then kill the setup program and install windows over it. Works like a charm.
