I like it! I agree that it should be a certain Sunday every month so there is no confusion as to when it will be. (This will of course mean that 4 times a year it will be every 5 weeks instead of every 4 weeks. For 2004, this will be August to September, and October to November.)
Which week would you like? Remember also that if we pick a week that includes more annual holidays than other weeks your study may be preempted more often. Seems like the first and last weeks would be the worst in this regard (Christmas, New Years Day, Memorial Day, Hallowe'en, Thanksgiving). Maybe the second or third week in every month?
