I read 12 pounds on a website about judicial hanging...something about the assumed weight when calculating the distance of the drop so as to certainly break the neck while not removing the head altogether...I gathered this was a problem they'd experienced. Someone is actually remembered for getting the formula right...the father of modern hanging...
