One thing that should be noted is the major conflict of interest regarding her guardianship. The one who purports to best know Terry's desire in this matter collected a very large settlement to be able to care for Terry, and much of it has not been used for that purpose. Michael is living with another woman with whom he has children. He cannot marry her because he is still legally married to Terry. He refuses to divorce Terry; he wants to be a widower. If he divorces Terry, the settlement for her care would need to be administered by her new guardians--her parents. Then he would have to account for what he has used all the money for, and would be challenged to relinquish the balance of it, since Terry would need to be maintained on an ongoing basis. Her parents would want to spend the bulk of the money trying new therapies, etc. I suspect the money for those kind of expenses is no longer there. Either way, if Terry dies, whatever money is left is his, and if there is nothing left, he does not have to account for where it all went.
