Did you tell the police that you know who did it and give them the evidence and the person's address and license number? Sometimes, even if the police would likely not have acted on a "lesser" crime, if you present them with solid evidence as to the perpetrator, it forces them to act.

I had a case where a license plate was stolen from me. To make things worse, the thief was getting parking tickets that were being sent to me to be collected! The police would not act. I took the violation addresses on the parking tickets, set a search perimeter, drove the area late at night and found the car with my stolen plate myself! I then called the police and told them where the thief's car sat at that very moment, and they had to respond. They towed the car. The copy of the police report was the evidence I needed to get the tickets off my record.
